Richard leads the state and local tax practice for the New York business unit. For over 25 years, he has advised on and represented clients in a variety of state and local tax (SALT) matters including, but not limited to, business income taxes, personal income taxes, sales and use taxes, employment taxes, hotel occupancy taxes, commercial rent and occupancy taxes and real estate transfer taxes. Over the course of his career, his clients have included Fortune 500 and middle market businesses as well as high-net-worth individuals.

  • Worked with the New York City Department of Finance to develop protocols for real estate transfer tax reporting for thousands of atypical real property parcels related to one of the largest corporate spinoffs of 2009
  • Advised on structuring a multiyear commercial lease termination to mitigate New York City Commercial Rent and Occupancy Tax
  • Advised an international publishing company on independent contractor/employee classification for New York State unemployment insurance tax purposes
